When the term “digital divide” was first applied the distinction was clear. Those with access to digital technology and those without depended upon whether one had or did not have a computer. Originally the issue was minor, only big businesses, colleges, and government organizations had the monetary and personnel means to afford and sustain such technology. Since the early days of computing, three major innovations in digital technology have emerged and evolved to sculpt the contours of the digital divide.

The internet, mobile communication devices, and advancements in processing technology have all proven to be earth-movers, either intentionally or unintentionally, excavating the preexisting divisional trench while simultaneously crafting new trenches between the digital have and have not’s. Somewhat expectedly, due to the potential for new technologies to generate profit, the gap continues to grow along preexisting rifts governed by socio-economic status.
It is a fact that as technologies become dated they also become more affordable. Some technologies, specifically wired internet connections which are the most reliable and fastest means of delivering internet are reliant on an infrastructure which often times does not accommodate consumers in historically destitute regions. Perhaps the most prominent statistic is the difference of broadband internet users located in rural areas, which account for over 50% of the nation’s poverty rates. Although it is possible to receive an internet connection through satellite providers, it is grossly expensive, supports very little bandwidth, and is plagued by reliability and latency issues.
While these issues may be trivial for individuals or families with economic means of affording satellite internet, they are insurmountable for schools within those districts that are unable to incorporate educational features involving internet interactivity. For instance, the optimal bandwidth required to stream a standard definition video without interruption is approximately 1-2Mbps, and the average speed of satellite bandwidth download speed is approximately 1Mbps. (standard definition stream is calculated using 4:3 aspect ratio at 30 frames per second: 480*640*30 = 921,600, just under 1Mb without color, sound, and compression). Therefore a school located in a rural area with satellite internet capabilities would have to dedicate their entire bandwidth allocation in order to stream one educational video.

High costs accompanied with inadequate bandwidth capability make it entirely impractical for rural areas to be able to utilize internet connectivity for such educational purposes leaving them on the ill-fated embankment of the digital divide. All of which is a result of the lack of vital infrastructure available in many rural areas throughout the United States. Some may likely discount such setbacks by pointing out the growing number of people with newly acquired internet access thanks to advances in mobile technology, and to some extent this is true. However, mobile devices have limited capabilities compared with computers and have begun to contribute to the digital divide in terms of usage rather than access.
In the article, “Wasting Time is the New Divide in Digital Era”, which appeared in the New York Times, May 29 2012,Matt Richtel outlines how the advancement of technology, and more specifically that of mobile device technology, has redefined where the digital divide is occurring. He states, refereeing to a Kaiser Family Foundation study, “children use 10 hours of multimedia a day, a 3.5-hour jump since 1999.” And that number is even larger for children of non-college graduate parents who “spend 11.5 hours each day exposed to media from a variety of sources, including television, computer and other gadgets.”Assuming that children are getting 8 hours of sleep, this leaves only 4.5 -6 hours per day dedicated to school work, extra-curricular, and various other activities. Mobile technology seems to be the biggest contributor to the “wasting time” rift of the digital divide. The emergence and availability of mobile applications numbering in the millions keep users preoccupied with social media, gaming, and web browsing.

Besides the affinity of mobile users to “waste time”, it is awfully impractical to use mobile devices for commonly accepted advantageous means such as studying, work, research, and creative purposes. Although mobile devices offer internet which could be used to research information, email in order to conduct work on the go, and other useful tools such as notepads and calendars, they lack the practicality and functionality of their desktop/laptop counterparts.
For instance, it is especially difficult to program code, write a resume, populate an excel document, edit a video, or create a presentation using only a mobile device. Susan P. Crawford writes, “The vast majority of jobs require online applications, but it is hard to type up a résumé on a hand-held device; it is hard to get a college degree from a remote location using wireless. Few people would start a business using only a wireless connection.” Her article The New Digital Divide appeared in The New York Time on December 3, 2011.While having these devices augments our capabilities of having access to any one of the aforementioned products, it does not necessarily help in the implementation and creation of those products.
Simply having access is no longer enough to prevent the broadening of the digital divide. Digital usage is beginning to emerge as the major earth-mover within the divide. The difference between the have and have not’s will soon be delineated by those who have been taught how to effectively use digital technology to improve and augment their existence, and those who have only been shown how to download apps, update social media statuses, and mindlessly navigate the vastness of the internet.
